Basically he's saying you make a statistic by sampling a single object.
You see a lone single sheep in Scotland that's black, but you don't see any white ones, so logically you conclude that all sheep in Scotland are black because you haven't sampled any white ones.
The same logic applies here, he sees one evil girl and no angelic ones and thus proclaims that all the girls are evil because he hasn't seen an angelic one yet. :p
